I have created the docker command on the site (…twingate.com)
when i want to run it on my friend’s server it comes out like this
but on my server everything works
we have different hosters can this have something to do with it? (friend hoster = STRATO)

Even though you can ping the DNS server(s) in question from the host machine, there may be something preventing the docker container from reaching them, or it may be that DNS requests are specifically blocked.
It looks like the DNS servers in question belong to 1&1 rather than STRATO (perhaps there is a connection there that I am unaware of) - if you run nslookup www.google.com 212.227.123.16 from the same command line you ran the ping from, does it return a successful response?
